I'm not the very best at seo, still learning and so far many people say that is much better to post on relevant sites. How can I find this sites for manually and with gsa? Also I plan to use GSA for tier 2 and tier 3 but should I use it for tier 1 too ?

You can use it for tier1 of course. All that matters is content, engine selection and filters.
Niche related sites are found if you use the option below the search engine box to always include a keyword of the project with the query.
