Question about Tier 3 link building

I just wonder, is it better to use relevant content in articles for Tier 3 spam backlinks or do I only need that for Tier 2 and above?

Just blast anything and everything. The idea is to index your tier 2 so it passed juice to your tier 1 and so on.
