PHPInfo Exploit - Indexable by Google or not?

This question is in my head for weeks now.
As you can see, exploits have DOFOLLOW links.
So, does Exploit counts as backlinks? Is it really indexable by Google? Thanks in advance!

    Thats just indexable if google sees the link to that page somehow as the link is build using URL paramaters.

    @Sven: Thanks Sven! But most of the time, does Google sees these kind of links?
    And one more thing, do you think it's perfectly fine to have these kind of links in my Tier 1 or Tier 2? (For pure spam purposes)

    I wouldn't use that for tier1...those links are not visible unless another tier links to them.
