Backlinks, not actually pointing to my site.

So I am doing tiers to rank my site, I have just looked at some of the links in indexer and links that have run already on indexer and when I go to the page there is a hyperlink but it does not point to my site. For example some are pointing to this php version 5.03 post....not sure what on earth is happening? is this normal? Thanks in advance

Is the link not one of your tiered URLs?
