Finding new target sites for submission

It seems to me that lot of users are finding the same sites when using engines that don't add keyword to the search query footprint, and i think this is the main reason for low submission and verification rate that some users are experiencing, because they are using the same footprints and the same sites are hammered again and again.

Do you agree with that?
