I would agree, especially if just starting out. Get used to the software first, and try to get some projects humming along nicely first. Get your mistakes out of the way, because you will make plenty as I did.
After all that, I can tell you that 30 works great for me with 150 projects per server/vps. The shared ones are fine. I don't buy into the hype of dedicated proxies.
