Project only uses 5 threads when submitting

Hello,

I have a project that I have been feeding lists from scrapebox harvests. There are tons of target URLs in the project, but whenever I run it, it only uses 5 threads at a maximum. My Thread count is set to 75 and I am using 15 private proxies. This doesn't seem to happen on any other projects, or when I verify submitted links on the project - only when I submit. I would like to avoid having to delete and re-create this project if at all possible. Is there anything I can do to fix it?
