Can somebody tell me what this option is for? There is no tooltip either:

If checked, it will not add new URLs to the site lists.

thanks for clearing that up.
So this would be useful for, let's say, all those projects that post from the global verified list - this option would prevent a ton of dupe domains/urls going to the verified list again from those projects?
