Run .bat file (or external program) if IP banned from search engine

I have a script that makes me change IP address (yes, I've been using GSA from home for now). Would it be possible to add something like this?

    you better increase the waiting time between two search queries so it does not happen at all.

    Where's that option, Sven? I can't seem to find it.

    options->submission->in between proxy options.
