Which search engines to use if trying to rank for French keywords?

I'm watching Matthew Woodward's review of GSA and he said that one might want to rank in a different country's market you might want to select that country. So, I'm trying to rank a few websites for French keywords in a French market. Should I have GSA only use French search engines to get target URLs or keep it on USA?
