GSA captcha breaker does not always send to paid service

I have it set up like this: in SER captcha options, GSA captcha breaker. Finally ask user if everything fails is checked. In GSA captcha breaker options, only solve if probability of correct answer is 45%, if not, send to paid service. The problem is, it doesn't always send to paid service. I would say 80% of the time it does, 20% of the time it doesn't. I tried restarting both programs, running as admin, still same problem. What's going on? why is it doing this? I can't sit here and waste my time typing the answers!

    Maybe this 20% is what fails in paid service? This recaptcha type is sometimes even manually hard to understand

    Yes it must be the paied service that failed.
