Best way to setup a campaign for a site w 25k pages?

It's a directory type site.

I created a file with all URLs like this:

http://xxxxxxxx.com/Dallas#{{Dallas {lawyers|law pros|law experts}}|{lawyers in Dallas}}

http://xxxxxxxx.com/Austin#{{Austin {lawyers|law pros|law experts}}|{lawyers in Austin}}

etc

24k URLs like this, so there is specific anchors for each one.

Anyone have any experience with such campaigns? Any best practices, etc?

Would welcome any advice. Thanks!
