"Network subsystem is unusable"

I see this message: "Network subsystem is unusable" which is related to mail login in important messages of GSA against project that needs an email verification. I d like to know if someone has the same problem. 

2014-01-15 12:05: E-Mail login error for *****@*****.com: Network subsystem is unusable

    Sven answered this in another thread: You get that when no connection to the server was ever established. Might be a proxy problem or blocking from firewall or even ISP is down.
