Is it worth posting to these?

Am I right in thinking these sites are not likely to be indexed by Google, therefore giving us a very tough time of getting the backlinks created indexed?

    PR? can have two meaning

    a) site to new, unindexed or banned by google

    b) your ip/proxy is banned and can not check PR


    I would simply ignore PR filters.

    Ok, thanks.

    Maybe best to use PR filters on tier 1 and maybe 2 and then not worry about it on additional tiers.
