Removed from submitted but not verified?

I have read other forum posts where it talks about the difference between Submitted and Verified and it was my understanding that once submitted, that number increases but when a submit is verified that is removed from the submitted column. Easy enough. But I saw something else with a project I setup. 

I had it set to pause for a day after 10 submits. So the job is sitting there in paused state and I saw the number of submitted got down but the verified not go up. Why would the submitted count go down if the verified isn't going up?

Thats happening if an URL is verified e.g. by email and than it is tried to submit (place real link). Sometimes it happens that it is realized that this is not possible as the site does not allow it. So submitted goes down and verified not up.
