Outlook accounts don't work unless I login first

I bought some Outlook email accounts. If I test these accounts in SER they all fail until I manually log into the account, at which time I click on the "continue to setup inbox" button (not sure if that's what makes the difference).

Once I do the above, I can retest and the account passes the test successfully.

Obviously I'm not logging into 1,000 Outlook accounts to get them to work. Am I doing something wrong, is this correct behavior, do the accounts actually work despite failing the test?
