What happens to "delete target URL cache" = URLs lost or still in global sitelist?

Sometimes it is helpful to empty the target URL cache to import test series of URLs or new scrapes of URLs from other TLDs or purchased / downloaded URL lists

hence the question

what happens if we use the "delete target URL cache",

are the deleted cache URLs still inn the global site list
OR
lost for good?

the target urls are stored in the a totally different folder than any sitelist; so don't worry about that
