Posting to same sites

I need to post to different URLs in the same site(in the tier projects). These are mostly trackbacks, pingbacks and comment type of links. I have had the following settings but it is only creating 2,3 links per site though I input more URLs(importing URLs).

    I wish I could help you but I have yet to 100% fully understand this setting.
