Let´s say we want a website to receive just 40% of sites that have a PR4+  and 60% be any page rank

    Never going to get it spot on, but you could do two campaigns, one with pr4+ set to submit 40 a day and another with no pr restrictions set to submit 60 a day.

    There might be a better way, but that's the first on e that popped into my head
