Kw usage as anchors

Lately, I have seen a lot of articles having keyword as anchor text. Are kw-s included to generic anchors for diversity or is it something else new?

    There shouldn't be any keywords as anchor text unless you use that as option. Maybe it's a TAG ?

    I don't have this option checked, but if I open my verified urls of WEB 2.0 project (SerEngines), then about 15 anchors out of 100 are kw-s. They are not TAG.
