Email verification and proxies

Hi, i use hotmail for email verification. Is it necessary to ticket "use proxies" in email verification option?

Also in order to use "use proxies" function in email verification option, do i have to ticket Verification-Private in settings? Or Verification-Private only works for verifying submitted url and has nothing to do with email verification?
