Using English Content for Ranking Non English Websites?

Has anyone yet used this and is the rankings fine or is there any chance of google suspend your site etc?

    With the new Penguin 2.1, it seems that non-English words in English content could be seen as any type of keyword stuffing and penalized. I have suffered it.

    Check the forum there are already plenty of threads for this topic! For me it is working fine on tier 2+, just dont use it on tier 1 or money site
