How does tier 3 link to tier 2 ?

Here is the question.

Tier 1 will point to money site ( single ). And tier 1 may have like 100s of links. How does the links from tier 2 point to all the different links on tier 1 ? I mean we will just add the list of tier 1 sites in GSA while creating tier 2 and then the links created in tier 2 will link to ALL OF THE TIER 1 LINKS or just 1 URL from tier 1 ?  It creates automatically ????
