Slow Verification rate

I have problem with link verification. I wanted to know what would be the problem what should I start checking when this problem comes.
For example I have a project (article submission and social networking) were submission is 423 links but verified just 9.
What could be the problem?

    The thing with automated link building is that there can be any number of reasons why links arent being verified. Articles may need to be verified by site admins, social networks may need signups to be verified by emails that haven't been sent or are sitting in spam, cms platforms may have been misconfigured, submissions may have already been deleted by site admins or other automated scripts, the site you've submitted to may have run out of bandwidth or is down, even your IP or proxy that is checking verifications may be blocked from accessing certain sites.
    What sort of time frame are we talking for this project, days or weeks?

    Then I'd say you need patience and a longer timeframe of submissions before you can start narrowing issues down.
