When I am doing tiers I would like it so I am only creating more backlinks to the links that arent yet indexed so that the juice stays concentrated on only those that require indexing.

Could this be done?

    No, because this would require more google queries and we don't want to stress them. Just set your tier up in a way that it only builds links to pages in a certain date range (e.g. 1-10 days old).
