Hotmail Rule Defining is Disabled without Phone Verification

I just bought and started to use GSA yesterday. 

I began to run the first project with 8 hotmail accounts. Later I noticed after searching the forum that the junk email should be forwarded to the inbox.

I logged in to 3 emails to forward the junk to inbox by creating a rule but there is the following message at the bottom of rule creating page.

"This feature is currently disabled. We're trying to discourage spammers - sorry to get in your way.

Verify your account and you'll be able to use this and all other features right away.

Verify your account | Learn more

"

You have to provide a mobile phone to verify your account.

Is this a new change in hotmail? Any suggestions? Is hotmail useless for GSA anymore? Any alternatives?

I tried to delete the question after 5 minutes but it looks not possible. 

Sorry guys for the wrong question. It is the forwarding that is disabled at the moment, not the creating rules. 

I am having the same issues, hotmail is pretty much useless. Hotmails work for 15 minutes, then stop, then work again, then stop. Trying to find a solution to this but no luck so far.

So, what do other people recommend for email behind hotmail? I haven't used GSA in quite a while, but I recall hotmail being the most common choice even many months ago. Using my own domain email addresses would be preferred since I can forward all domain mail to one address. However I believe I heard that some platforms would only accept webmail addresses?

@samk I think that that message is about forwarding (the last rule on the page), not every rule. You can definitely put "address contains @ -> move to inbox" and it will work.
