You should have an order of priority. For me, it goes T1, T2, T3. Most of the junk tier links are comments on website pages that are already indexed. In fact, if you look at my post: https://forum.gsa-online.de/discussion/3698/indexing-things-i-have-learned/p1 you will see that I discovered that about 75% of all junk tier pages are already indexed.
So the moral of the story is to worry about your contextual tiers (T1, T2, T3).
