captcha service not responding

I keep getting this error captcha service not responding

I have GSA Captcha Breaker which is selected .. when I test from GSA SER it communicates successfully.

Also in captcha breaker log windows it continually says Recaptcha skipped by settings..

What settings would this be?

Can anyone suggest a fix?
