How many tier 2 links/tier 1?

I have an aged website with a PR of 3. How many Tier 2 links should I target at the tier 1 properties?

    that many? Okey dokey. I thought they meant 10-15 total. That's going to add up fast!

    10 - 15 total wouldn't have much effect probably.

    Yes it will add up but you can get thousands of links per day quite easily. I get about 50,000 verified per day now and some people get 100,000+
