I am by far not a expert on this but according to my experience and the answers i have seen there is no single answer to that question as it too complex and depends on too many other variables such as filters and options used.
My recommendation would be if you are going to use automation tools for tier 1 then you are walking on thin ice and should make sure you thread with caution, use very strict filters, and make use of schedulers to not over do it, try to go at the same pace a human would when naturally do it.... and by that i mean a handful of links build a day NOT 1000 links in one day - Google would have to be darn blind not to suspect something fishy.
Maybe get some cheap hosting on a couple of shared host ( Dont use your excisting host or IP's), set up a similar domain on each and then create different linking campaigns for each. After 1 month which ever site is listed the highest in Google results that is the linking method you would then want to use on your money sites.
Like i said i am NOT a expert on this but common sense and experience is what i base my suggestion on
