Localisation Query

Let's say I have a site website.com and I want it to target both international and German customers. I want to do a big push to get some German customers. 

So I have registered the site website.de and done a redirect to the .com site.

Does anyone have any experience with this? What's the best way to focus on getting my redirected website.de ranking in Germany? 

1) Do I just use SER and point links at the redirected .de?
2) Do I ensure that the .de gets a majority of .de backlinks?
3) Is it worth applying a .!de filter in SER?

Any advice is appreciated.
