CB via 2 Diff ip's

I have 2 ISPs in my office. One is static, one is dsl, (so i can change IP's on the fly) I am trying to use CB on one PC and have all my linking pc'S USE IT. this workes however i cannot get it to work when i use a computer connected on the different internet.\

I have set up port forwarding on my router, it should work but it isnt, can i have some help?
