Variable bad word list filter stopped working in v6.28?

Hey my bad words list filter which has been the same for a while now doesn't seem to be catching anything in v6.28.  This is what I have as the variable for the bad words filter:  %file-badwords-domain.txt% and the file badwords-domain.txt is located in the GSA SER folder in Program Files (x86).  It was definitely working a few days ago and nothing has changed in my campaign configurations.  Any ideas?
