IN SER when a backup captcha source is used how does this work?

For example it goes to CB and returns an answer tries it and it does not register, so preceeds to do the whole thing again with the backup source and a new captcha, even if it specifies 0 retries?

    If the captcha service is not giving a good reply, it is trying to redownload the captcha in the hope that the new one is more solveable (retry setting). If that captcha is the same as the previous one (same content of image), it is skipped.

    If the submission fails and it is detected to be the cause of a captcha input error, it tries again to submit to the site for 2 more time. On the last try it skips using captcha service 1 and uses captcha service 2 right away (if enabled in global/project options).
