Why BOTH Verified and Submitted for GLOBAL list?

Does anyone know why it has been suggested many times on the forum to choose BOTH "verified" and "submitted" links for global list?

I'm thinking why not just use VERIFIED because only links that are verified are worth value to us?  The only advantage I can think of is a "yet to be approved" or "yet to be verified" link from SER that will eventually be a verified link.

If not, wouldn't I save much more resources in SER NOT to "submit" to links that never got verified?

    maybe a verified link didn't got submitted due to captcha sloving error and it can be submitted next try

    I only check submitted ones. It automatically includes verified ones.
