why SER stuck when verify links

i am verifying my links and active my projects in verify only mode but SER stucked.
i mean i have setup 200 threads but SER running only 30 or 40 threads.
it verifying like this..
start verifying after few seconds stopped then again start after few minutes again stopped....so on.
previously i had not this problem. when SER started to verify links it verify all links in one time.
