Bug in the anchor/keyword section?

I just setup a project to try and lift a Penguin penalty, with this in mind I chose not to use money anchors, however looking in the stats, lots of money anchors are being used.

The anchors are in the anchor section, but I chose 100% usage of partials, secondary, LSI, branding, URL etc. And still money anchors are popping up - lots of them.

If I use the TEST button, it works fine - no money anchors.

    @Sven can you fix this problem with the missing post? Everytime I log in, the forum tells me I have messages to accept / reject, but I think you deleted a post you wrote, so I can't do anything.
