GSA SER Window Cant Resize

I re-sized the horizontal pane to look at the submissions and now Im unable to slide the horizontal window up and down. Ive tried everything but my cursor never changes to be able to resize up and down. I can only resize left and right.

Now that I have allot of projusts I want to slide the window down so I can see all my projects. That would help. Thanks.
