Why do handful of links get verified instantly?

...I have set the custom verify time to say 999 minutes but I notice that web 2.0 properties in particular appear before first round of verification, in the Verified list. Why is this?

Can happen if the engine is not verifying at all (adds link to verified) or if the link is already present (on blog/image comment) before it gets posted.
