GSA SER setting projects to Active (P) by itself

I can be running 1 project or several , but SER is turning some projects to Active (P) by itself.

This was happening last 2 versions for me ( updated 2x today ) and each time I restart and make all projects inactive and manual activate them. I am NOT using the scheduler and have not for days now and its doing it by itself no matter how many projects I run, update GSA SER, or restart the program. Scheduler is not on.

    figured it out.. had finally reached daily submission limit in project ( was set high and never reached it before ), please disregard
