How Does SER Find Posting URL?

Suppose SER finds a target site based on a certain search term. 

e.g. domain.com/privacy-policy/ is found in the SE results from a certain term (as an example) but on this page you can't post a comment.

The site has 600 pages. 400 of these are blog posts with comments enabled. 

What logic does SER use to find these 400 other pages? Or does it only look at the URL that appeared in the SE results?

    Of course it takes only the SE-Result page. Else it would simply parse your 600+ pages for a matching link to identify something.
