Should I Re-verify links before indexing?

1) Do you suggest re-verifying links before sending them off to an indexing service?

I'm concerned that trying to index deleted links could lead to a penalty? Anyone know?

    Yes that would be a great idea to re-verify.

    How will it lead to a penalty?

    If your links are deleted i.e. no longer there, how will anyone know the links that no longer exist pointed to your site?
