The # is url is used to enter anchor text. So how do I enter url that contains #? Thanks.

Where exactly? An URL with # should not be linked anywhere as the thing behind the # is a tag that must be used on the page it is linking on. If thats not there, it's useless. It's not getting you further for SEO anyway. So simply you can not use it.
