GSA SER Verified Links -- Campaign Need To Be Running and Active to Verify links?

Does a campaign need to be active and running to verify the links posted?  Or can the Campaign be Stopped and/or Status 'Inactive'?

Can anyone please clarify this?

    You can switch it to Verify only using the popup menu.

    Right click Project -> Status -> Active (Verify Only)
