Cyrillic Keywords Importing Bug

When importing list of Russian keywords, I see list of questions marks instead of Cyrillic symbols. Is it possible to fix? 

When I type them in one by one, they appear to be ok. 

Save your list in the UTF-8 encoding, I tried and it worked.
