What Exactly Does "per URL" Mean in the Options Dialog?

What Exactly Does "per URL" mean and when to check it?

I have a multi-tiered project using 3 URLS and don't know it I need to check this box or not.

    Explained before but well, once more I guess.

    If you limit the project to a certain submission/verification number, but have like 1000 URLs to take care of from the main project, it would not make much sense to pause after e,g. one submission but after 1000 submissions as you submit different URLs here.
