When using keywords as anchor text, why is secondary anchor ignored?

I use keywords as anchor text and secondary anchor with 25%, but it is ignored. Is that normal?

Why do you think it is ignored? It should not!

I see this happening only with serengines. I also noticed another bug with serengines, but I'll post on their thread.
