Feature Idea: [X] Per URL Stop or Pause Project Exact Per Link

Would it serve us all to have a behavioral feature that lights up only on toggle of "[X] Per URL"?

The Per Link checkbox is greyed out and only works when Per URL is checked. Default is unchecked.
The "Per URL" idea would be that SER counts and makes sure that each URL in the project receives the precise number of S or V specified in the stop/ pause project field.

So if user doesn't set "Per Link" after setting "per URL," then SER just considers "Per URL" as a multiplier, like this has been, always. One URL may receive more verifications or submissions than another; it's totally random, as I now understand, or at least think I do.

Not sure if this is useful, or if it might slow things down, or the required need to keep track of this dataset isn't worth it, overall...
