Hiring Cold Email B2B Specialist

I hope I am allowed to post this here, basically I am looking to hire a person who could do a job for me.
The job is as follows, you have to setup a system of cold email setup, which will be able to send cold email messages succesfully to companies in EU countries.
Basically I am manufacturing custom 3D Led Signs for whole EU and I want to find clients in DACH region for start, so now I am looking that someone helps me with the cold email approach.
Please if anyone here is specialist in this and have knowledge on how to succesfully do cold B2B outreach message me.
