I am seeing this in the debug, is this a GSA issue or an issue with my VPS?

    That message comes from the website not from SER.

    Yeah, so when it says you must have cookies enabled, do you just use:

    set cookie 
    set cookie condition

    Usually you don't have to care about this as cookies are handled automatically. "set cookie" is only required if thats set by some javascript.
